Rational sex offender rules

What kinds of prohibitions should there be on where registered sex offenders can live? Should sex offender registries even be used? What kinds of classifications should they contain? It seems we often make policy about sex offenders based on fear or in reaction to a horrific crime, and not based on a reasoned approach to the problem.
